Otilio Alejandro Lopez Garcia, 19, (of Galveston he says) drove into the median at 4400 Broadway. Lt. Joel Caldwell jailed him for being drunk. In the booking office he was marked HOLD FOR IMMIGRATION AUTHORITIES. You guessed it.
